The government are now saying that the "adoption target" ceased in 2006. For year 1/4/5-31/3/6 there was BV163 which was adoptions from care. This remained in year 6-7 and 7-8, but was redefined to include special guardianships. It is misleading to say that the target ended when it was redefined.
Followers of my blog will have seen the NHS question about how many reorganisations have we had. We've yet another. The number of PCTs (Primary Care Trusts) nationally is to halve. This means merging East and North. (and then probably HoB and south). It would be nice if people would stick with one structure. There is a quotation ( Which sadly does not appear to be a true quotation ) We trained hard . . . but it seemed that every time we were beginning to form up into teams we would be reorganized. I was to learn later in life that we tend to meet any new situation by reorganizing; and a wonderful method it can be for creating the illusion of progress while producing confusion, inefficiency, and demoralization. The web link shown goes through the derivation which appears to be more linked to an anonymous British Soldier WW2 than any Roman or Greek General called by a name perming 2 out of (Gaius, Galus, Petronius and Arbiter). Both me and the missus have mental illness (nothing serious (in a dangerous way) PTSD and depression) and frankly we live in fear of the social services - indeed in part this fear led to the stillbirth of our daughter last year.
Thankfully we have been blessed a second time, and have managed to keep out of the reaches of the social services, hopefully it will stay this way.
Though it doesn't say much for the wellfare state that things should be this way.
Now all we have to worry about is a miracle cure by David Freud, and the subsquent endless meals of beans on toast.
btw what happened to the disablity discrimantion act - I thought it was meant to stop this sort of thing - oh yeah I forgot we are nuts and don't count. Still I guess it is nice that it exists to provide yet more tick boxes for government to show just how enlightened the country is in matters of social policy.
