The rules of war and gaza

The link is to a significant story about how the rules of war were rewritten for the Gaza conflict. It did seem obvious at the time that the rules of war which aim to protect civilians were not having a sufficient effect. The reason for this appears to be that the rules of engagement were deliberately changed.

Notwithstanding the fact that combatants in gaza would not be wearing a uniform this does not give carte blanche to the Israeli government to kill civilians.
