It is interesting to compare the situation in South Korea to that in the UK where we don't have formal seats, but I cannot think of anyone tolerating that form of behaviour.
It is true that parliament is as described by the irish party in about 1881 as being "lawless" and there is a big problem with Standing Orders and Agenda being in the control of the government. However, parliament needs to maintain the rule of law and the behaviour in South Korea cannot be seen to have any merit.
